The credit rating of Alaska has seen a notable improvement, as announced by Kroll Bond Rating Agency. This upgrade reflects the state's financial resilience and disciplined fiscal management. The new AA+ rating is just one step below the highest possible grade, which could result in reduced borrowing costs for future debt issuances. This achievement comes as Alaska prepares to refinance its debt related to the construction of the Goose Creek Correctional Center. The positive outlook from multiple rating agencies indicates a promising financial trajectory for the state.

Financial Resilience and Favorable Market Position

Alaska’s enhanced credit standing is a testament to its prudent fiscal policies and market appeal. The state has actively participated in bond markets over the past two years, with its bonds being highly sought after due to their scarcity value. This favorable position has allowed Alaska to secure advantageous interest rates on its debt. Revenue Commissioner Adam Crum emphasized that this upgrade will continue to yield positive outcomes for the state’s financial dealings.

The upward trend in Alaska’s credit rating began following the oil price downturn in the mid-2010s. Since then, the state has maintained a low level of general-obligation debt, primarily used for infrastructure projects. Historically, the State Bond Committee adhered to a policy limiting debt service to no more than 5% of the general-purpose budget. This was revised to 4% in 2019. Currently, Alaska spends only about 1.1% of its general-purpose revenue on debt service for general-obligation bonds, down significantly from 6.1% in 2017. This disciplined approach has contributed to the state’s improved financial health.

Positive Outlook from Multiple Rating Agencies

Kroll’s upgrade places Alaska’s credit rating slightly above those provided by other global firms. Standard & Poor’s (S&P) raised Alaska’s rating last year to AA, the second-highest on its scale. Fitch Ratings affirmed an A+ rating for Alaska, also indicating a positive outlook, suggesting further potential improvements. Moody’s, another prominent rating agency, assigned Alaska its fourth-highest rating level but similarly raised its outlook to “positive” last year.

The consensus among these agencies underscores Alaska’s strong financial foundation and its ability to manage debt effectively. The state’s consistent efforts in maintaining fiscal discipline and optimizing its debt levels have not gone unnoticed. With a favorable credit rating, Alaska is well-positioned to attract investors and secure lower borrowing costs, ultimately benefiting its long-term financial stability and economic growth.
