Expanding Reliance on Catastrophe Bonds for Seismic Protection

In a significant development for its financial resilience, the California Earthquake Authority (CEA) has substantially increased its reliance on catastrophe bonds as a core component of its extensive risk transfer portfolio. As of July 31, 2025, these specialized bonds now represent a commanding share, exceeding 33%, of the CEA's total risk protection, which stands at an impressive over $7.83 billion. This marks a notable expansion from earlier in the year, with figures at 31% in January, 32% in February, and 31% in April, underscoring a continuous upward trend in cat bond utilization.

This strategic shift became particularly evident following the mid-year reinsurance renewals. While the CEA had previously scaled back its overall reinsurance tower in recent years, its commitment to catastrophe bonds remained steadfast, culminating in a recent expansion. The latest data reveals that the CEA's traditional and collateralized reinsurance limit adjusted to just over $5.22 billion as of July 31, indicating that not all expiring traditional or collateralized limits were fully renewed. Conversely, the catastrophe bond component of the tower surged to $2.61 billion, significantly boosted by the successful issuance of the CEA's Ursa Re II Ltd. (Series 2025-1) in June. This particular issuance saw an impressive 60% upsize, securing an additional $400 million in limit and further solidifying the cat bond market's share of the CEA’s protective framework.

Historically, the CEA's risk transfer tower peaked at over $9.15 billion following the June 2024 reinsurance renewal season, a figure that has since moderated. However, the current trajectory suggests a stabilization, largely influenced by the attractive pricing and advantageous conditions prevailing in the catastrophe bond market. This environment has empowered the CEA to efficiently address its protection requirements, securing optimal terms and prices for its vital coverage.

Looking ahead, the CEA has an additional $505 million in catastrophe bonds slated for maturity by the end of November 2025. The upcoming renewal strategies will be closely observed to determine the extent to which these limits will be renewed through the organization's innovative transformer vehicles. Furthermore, with traditional reinsurance expiring at the end of September and in December, the future evolution of the CEA's risk tower remains dynamic. Nevertheless, it is increasingly clear that catastrophe bonds are poised to maintain, or even expand, their significant presence, potentially constituting one-third or more of the CEA's total risk transfer capacity, especially if traditional limits are not fully reinstated.

Presently, the CEA holds an impressive $2.61 billion in outstanding catastrophe bond coverage, positioning it prominently as the fifth-largest sponsor in the global cat bond market.
