A groundbreaking step toward enhancing Chandler's infrastructure and services has been initiated as the Chandler City Council recently approved a resolution to hold a special bond election. Scheduled for November 4, 2025, this initiative invites residents to consider a $475 million general obligation bond package aimed at sustaining the city’s development trajectory. This financial move is crucial because it requires voter approval under Arizona Revised Statute due to the reliance on secondary property taxes for servicing bond-related obligations.

The proposed bond package strategically focuses on four pivotal areas essential for fostering a vibrant community. Enhancing streets and transportation with an allocation of $183 million aims to modernize infrastructure, ensuring safe roads and efficient traffic management. Meanwhile, investing $158 million in parks and recreational facilities seeks to elevate the quality of life by maintaining and upgrading these cherished communal spaces. Public safety is also prioritized through allocations of $88 million for fire services and $46 million for police services, which will ensure both departments are equipped with state-of-the-art technology and facilities necessary for effective emergency responses. These investments align with Chandler's Capital Improvement Program, designed to span ten years.

Historically reliant on bonds for over 70% of its capital projects, Chandler continues its legacy of prudent fiscal stewardship while adapting to inflationary pressures impacting project costs. Although this marks only the third bond authorization request within two decades—following successful approvals in 2007 and 2021—the timing reflects the city’s proactive approach to addressing financial needs. The estimated average tax rate associated with this bond proposal stands at $0.4796 per $100 valuation. When combined with existing obligations, the overall secondary property tax rate is projected not to exceed $0.87. Such measures underscore Chandler's commitment to balancing growth with affordability, ensuring that future generations inherit a well-planned, sustainable urban environment.

Through collaborative efforts involving a dedicated Resident Bond Exploratory Committee, Chandler exemplifies how inclusive decision-making processes can lead to impactful outcomes benefiting all stakeholders. This bond election represents more than just a financial decision; it symbolizes an opportunity for residents to invest in their community's future, promoting enhanced connectivity, safety, and recreation opportunities. By approving such initiatives, citizens actively contribute to shaping a thriving, forward-thinking cityscape that caters to both current and future needs.
