In a significant move for local development, the Decatur City Council has unanimously approved a service and assessment plan for the Paloma Trails project. This mixed-use development, set to bring over 400 residential units and commercial spaces along U.S. 380, will be funded by more than $20 million in revenue bonds. The project aims to enhance infrastructure and stimulate economic growth in the area. After two public hearings, the council greenlit the bond issuance, which will cover crucial improvements such as water, sewer, drainage, and street paving projects. Residents of Paloma Trails will contribute through annual assessments on their properties, starting in January 2026.

Detailed Overview of Paloma Trails Development

In the heart of Decatur, a new chapter is unfolding with the approval of the Paloma Trails PID service and assessment plan. On a recent Monday evening, the city's governing body gave its unanimous nod to this ambitious project, which promises to transform a sprawling 165-acre tract into a vibrant mixed-use community. Located strategically along U.S. 380 and Business U.S. 380, the development will introduce over 400 residential lots and ample commercial space, setting the stage for substantial economic activity.

The financing mechanism involves issuing more than $20 million in revenue bonds, divided into two key areas: Improvement Area 1, valued at $15,622,000, and Major Improvement Area, assessed at $4,469,000. These funds will significantly offset the infrastructure costs associated with developing the property. The initial phase, Improvement Area 1, encompasses 254 single-family lots, while the Major Improvement Area includes 164 units on the southeast corner. Paloma Trails Development, LLC, the registered owner, plans to commence home construction in August, following months of preparatory groundwork near a Shell gas station.

A noteworthy aspect of the agreement is the developer’s commitment to contribute approximately $9 million toward infrastructure expenses. The total financing, expected to exceed $49 million by 2055, will cover a range of improvements including water, sewer, drainage, and street paving projects. FMSBonds served as the underwriter for the bond issuance, with favorable interest rates secured during the sale.

Beyond residential developments, the project also reserves 23 acres for commercial use, primarily along U.S. 380, with additional provisions for public open spaces, trails, a future fire station, and a water tower. Homes are priced from the $400,000s, with Landsea Homes, Lillian Homes, and First Texas Homes leading the construction efforts.

This development joins other commercially viable projects advancing in Decatur, signaling a promising era of growth and investment for the city.

From a journalistic perspective, the approval of Paloma Trails represents a pivotal moment for Decatur. It underscores the city's commitment to fostering sustainable growth and enhancing quality of life for its residents. By leveraging public-private partnerships and strategic planning, Decatur is poised to become a model for balanced urban development. The success of this project could inspire similar initiatives, ultimately shaping a thriving community that balances residential comfort with commercial vitality.
