The accelerated transfer of policies from Citizens back to the private market, totaling over 677,000 policies since January 2024, has substantially reduced Citizens' exposure from $520.1 billion to $295.1 billion. While the pace of depopulation may slow as Citizens' portfolio shrinks, the overall trend points towards continued reduction in its policy count, with projections suggesting around 700,000 policies by year-end 2025.
Despite the positive trajectory, challenges remain, such as requests for rate increases by some private entities and the perennial question of market resilience in the face of future hurricane landfalls. The critical role of risk transfer, reinsurance, and insurance-linked securities (ILS) is underscored in this context. Citizens itself has significantly relied on catastrophe bonds, ILS manager capacity, and fully-collateralized coverage for 87% of its 2025 reinsurance tower, highlighting the indispensable nature of these mechanisms. A thriving private market will naturally increase the demand for robust reinsurance protection. Therefore, maintaining discipline within the reinsurance market, particularly concerning treaty features and terms, is crucial to prevent future instability and ensure the sustained health and growth of Florida's property insurance sector.
