Gavilan College's Board of Trustees has unanimously approved the refinancing of Measure E bonds during their March 11 meeting. This strategic financial move is expected to save taxpayers within the district approximately $3.4 million over the bond’s lifetime. Originally issued in 2004, Measure E was designed to fund construction and modernization projects at the Gilroy campus, as well as establish a new campus in San Benito County. The board also entered into an agreement with CalWORKS, offering employment opportunities for students off-campus through internships and work experience positions.
The refinancing process involves issuing new bonds at current interest rates, replacing the original ones. With lower interest rates, the district will owe less to bondholders, leading to reduced property taxes for residents. Investors are expected to purchase these new bonds in April, locking in a rate of 2.99%, significantly lower than the previous 5%. Additionally, the March meeting marked the first time the Board convened at Gavilan’s new Hollister campus.
Financial Savings Through Bond Refinancing
Gavilan College's decision to refinance the Measure E bonds represents a significant financial advantage for the community. By lowering interest payments, the college reduces its debt burden and ensures that taxpayer contributions go further. The refinancing affects only the 'C' series of bonds, originally issued in 2004 and set to mature by August 2032. Lower interest rates mean fewer financial obligations for the district, translating directly into savings for local taxpayers.
This financial strategy hinges on the ability to issue new refunding bonds that replace the older ones with updated interest rates. When interest rates drop, refinancing becomes advantageous as it locks in lower costs for the duration of the bond. In this case, the new bonds carry an interest rate of 2.99%, compared to the initial 5%. This shift not only benefits taxpayers but also allows the district to allocate resources more effectively toward educational initiatives. Investors purchasing these new bonds contribute to stabilizing the district's finances while ensuring long-term fiscal responsibility.
Expanding Opportunities for Students with CalWORKS
Beyond the financial maneuvering, Gavilan College is enhancing student opportunities through partnerships like CalWORKS. This welfare program supports California residents in need by providing subsidized employment chances off-campus. The collaboration introduces 10 internship slots and 15 work experience positions, fostering professional growth among students. Such initiatives align with the college's mission to prepare students for real-world challenges beyond academics.
The inclusion of CalWORKS reflects Gavilan's commitment to integrating practical learning experiences into its curriculum. By offering structured internships and work placements, students gain valuable exposure to various industries, bolstering their resumes and future career prospects. Furthermore, the March meeting held at the newly established Hollister campus signifies a pivotal moment in the institution's history. Although only one meeting is scheduled there this year, it underscores the college's expansion efforts and dedication to serving multiple communities across its jurisdiction.
