Mayo Clinic's Ambitious Downtown Campus Redesign Gains Momentum

A groundbreaking initiative by the Mayo Clinic, termed "Bold. Forward. Unbound.", has secured significant financial backing to revamp its downtown Rochester campus. This $5 billion project aims to enhance medical facilities and infrastructure through a series of demolitions, constructions, and expansions. Recently approved by city council members, up to $500 million in tax-exempt bonds will facilitate improvements at St. Marys Hospital, Rochester Methodist Hospital, and areas surrounding Peace Plaza starting in 2025. The financing strategy leverages conduit bonds, ensuring lower borrowing costs for the clinic while maintaining no financial liability for the city.

The collaboration between the Mayo Clinic and the city of Rochester dates back to 1998, marked by a successful track record of joint efforts. Brian Anderson, Rochester’s Finance Director, emphasized that this financial arrangement not only supports the hospital's growth but also strengthens the local economy without affecting the city’s credit rating. He explained that investors are drawn to these bonds due to their tax advantages, which provide higher after-tax yields compared to taxable investments.

This partnership underscores the mutual benefits shared by both entities. Paul Gorman, Mayo Clinic’s Treasurer and Chief Investment Officer, expressed gratitude towards the council's decision. He highlighted the vision of constructing the world's premier hospital as part of this transformative endeavor. The project aligns with Mayo Clinic's commitment to excellence and innovation in healthcare delivery.

Randy Schubring, President of the City Council, echoed similar sentiments about the project's potential impact on Rochester. Notably, last year alone, Mayo contributed significantly to the city's finances by paying $7.8 million in property taxes, accounting for nearly 7.7% of Rochester's total property tax levy. As demolition commences later this year, the entire initiative is slated for completion by 2030.

This milestone marks the final phase requiring Rochester’s approval before proceeding with the ambitious 2025 segment of the "Bold. Forward. Unbound." project. With plans underway, the future looks promising for enhanced healthcare services and economic prosperity in the region.
