In a strategic financial move, Missoula County has officially authorized the issuance of revenue bonds aimed at reimbursing recent upgrades to its fairgrounds. The county's chief financial officer, Andrew Czorny, highlighted that these enhancements, including the new rodeo grounds and the Rocky Mountain Gardens and Exploration Center, were completed with an expenditure of approximately $24.4 million. Additionally, the projects garnered around $5.6 million in contributions. This action ensures that the county can efficiently manage its finances while continuing to develop essential community facilities.
The decision to issue bonds was not taken lightly. After thorough negotiations, Czorny secured favorable terms with Stockman Bank. He explained that for any bond issuance exceeding $10 million, it is preferable to conduct a public sale. To meet the March 1 deadline for reimbursement related to the Exploration Center project, ensuring tax-exempt status, Czorny issued a bond anticipation note with a one-year term at a rate of 5%, without any prepayment penalties. This arrangement provides the county with six months to prepare for a public offering.
This financial strategy allows the county to maintain predictable debt service costs. Importantly, all expenses remain within the originally allocated six mills designated for fairgrounds improvements since 2020. Commissioner Josh Slotnick emphasized that this approach has kept the projects under budget, ensuring no additional tax burden on residents. The county’s meticulous planning and financial management have ensured that both projects are financially sound and sustainable.
The successful completion of these projects within the allocated budget reflects the county’s commitment to fiscal responsibility. By leveraging strategic financial instruments and maintaining transparency, Missoula County has demonstrated its ability to enhance community infrastructure without imposing additional financial strain on taxpayers. The upcoming public bond issuance will further solidify this achievement, setting a positive precedent for future development initiatives.
