The Missoula County government has recently endorsed the issuance of revenue bonds to cover the expenses incurred in upgrading its fairgrounds. These enhancements encompass the construction of new rodeo facilities and the establishment of the Rocky Mountain Gardens and Exploration Center. The total expenditure for both projects amounted to approximately $24.4 million, supplemented by an additional $5.6 million in contributions. Financial Officer Andrew Czorny negotiated favorable terms with Stockman Bank, aiming to issue these bonds publicly in the near future. To comply with tax-exempt status, a bond anticipation note was issued with a one-year term at a 5% interest rate, allowing the county six months to prepare for a public offering.

Funding Mechanisms and Financial Planning

The county's financial strategy involved leveraging various funding mechanisms to ensure the projects remained within budget constraints. A significant portion of the funds came from a combination of direct expenditures and contributions. The financial officer strategically negotiated terms that would minimize long-term financial burdens on the county. By issuing a bond anticipation note, the county secured short-term financing while preparing for a larger public bond issuance. This approach ensured predictable debt service and maintained costs within the originally allocated budget.

To achieve this, the county utilized a multi-step financial plan. Initially, they secured a bond anticipation note with a one-year term at a 5% interest rate, which included no prepayment penalties. This arrangement provided flexibility and allowed the county to manage its finances effectively. Furthermore, the financial officer aimed to issue the bonds publicly, ensuring transparency and potentially more favorable rates. The March 1 deadline was crucial to maintain the tax-exempt status of the issuance, aligning with federal regulations. Overall, this strategic planning ensured that the projects did not lead to any additional tax increases for residents.

Project Success and Budget Management

The completion of the fairgrounds improvements represents a significant achievement for Missoula County. Both the new rodeo grounds and the Rocky Mountain Gardens and Exploration Center were completed without exceeding the allocated budget. The county commissioner highlighted that the projects stayed under budget, demonstrating effective financial management. This success is attributed to meticulous planning and efficient use of resources, ensuring that all expenditures were closely monitored.

The county’s ability to keep costs within the six mills originally allocated for the Fairgrounds Special District underscores its commitment to fiscal responsibility. Since 2020, the six mills have been consistently used to fund various improvements within the district. Through careful negotiations and strategic financial decisions, the county managed to complete both projects without necessitating any tax increases. Commissioner Josh Slotnick praised the outcome, noting that the debt service could be met with the funds set aside, reflecting positively on the county’s financial health and management practices.
