The Odessa College Board of Trustees has unanimously decided to pursue a bond election on May 3, despite the failure of a similar initiative in November 2024. This decision was made following a detailed review of the previous bond's outcome and strategic planning for the upcoming vote. The board aims to secure $325 million in funding, with an additional $6.7 million coming from college reserves. The new proposal excludes several large-scale projects that were part of the earlier plan, focusing instead on essential infrastructure improvements and community-centric facilities.
Board members emphasized the importance of clear communication regarding the intended use of funds. Dr. Tara Deaver initiated the motion, which Laci Harris seconded. The revised bond package includes key projects such as a new business and innovation center, a fine arts venue, and a community health and wellness center. These initiatives aim to enhance the college's capabilities in critical areas like technology, arts, and healthcare. Cody Cunningham, representing Pfluger Architects, highlighted the need for a well-organized campaign to engage voters effectively. He noted that voter turnout in the previous election was high but emotionally charged, suggesting that many voters may not have completed their ballots fully.
The board is committed to addressing past shortcomings by focusing on education and success stories. They plan to highlight how the college positively impacts the community and individual lives. Montie Garner stressed the importance of discussing the age and condition of existing buildings, while Trudy Lewis pointed out that the previous slogan "Power Odessa" was too vague. To avoid similar issues, the board will ensure that all communication materials clearly outline the specific projects funded by the bond. Additionally, the state legislature is considering a bill that would require a two-thirds majority for bond authorization, adding another layer of complexity to the upcoming vote. Despite these challenges, the board remains optimistic about securing support for this crucial investment in Odessa's future.
