In a significant development for disaster risk management in Central America, the CCRIF SPC, a leading regional parametric risk pooling entity, is poised to disburse US $17.4 million to the government of Panama. This substantial payment comes in the wake of a powerful magnitude 7.7 earthquake that recently struck the nation, activating the country's parametric disaster insurance coverage provided by the facility.

The earthquake, which occurred on October 9th, generated peak ground acceleration estimated at up to 0.5 g within Panama, according to CCRIF's sophisticated SPHERA earthquake model. Notably, Panama was the sole CCRIF member state to experience ground shaking exceeding the model's reporting threshold of 0.03 g. The precise calibration of the parametric insurance policy meant that the modeled losses surpassed the predetermined trigger, thereby initiating the swift payout mechanism to support Panama's recovery.

The seismic event inflicted considerable damage across multiple provinces, impacting critical infrastructure including residential properties, educational institutions, healthcare facilities, public edifices, and transportation networks. Preliminary assessments indicate that a staggering 656 schools were affected by the tremor. True to its commitment to rapid financial assistance, CCRIF is expected to complete the disbursement of these funds within 14 days of the earthquake, ensuring that the Panamanian government has immediate access to much-needed liquidity for its emergency response and rebuilding initiatives.

Isaac Anthony, the Chief Executive Officer of CCRIF, extended his sympathies to the people of Panama, particularly those whose lives and communities were directly impacted by the earthquake. He emphasized the crucial role of this payout in furnishing the government with instant financial resources to facilitate its response during this critical period. Mr. Anthony also highlighted Panama's forward-thinking strategy of securing CCRIF earthquake coverage through its Fondo de Ahorro de Panamá (Panama Savings Fund), showcasing how parametric insurance can effectively complement national savings and stabilization frameworks as a multifaceted approach to financing disaster risks.

Panama has been a participant in CCRIF's parametric disaster insurance program since 2018, demonstrating a proactive stance towards natural hazard preparedness. Prior to this earthquake-related payment, the country had already received three payouts from CCRIF, totaling approximately US $29 million. These previous disbursements were for excess rainfall events, specifically following Hurricane Eta in 2020 and an exceptional rain event in 2024. With the inclusion of this latest earthquake payout, the cumulative parametric payments made to Panama by CCRIF will reach an estimated US $47 million, underscoring the long-term benefits of such insurance mechanisms. This new payment also brings CCRIF's overall payout history to 83 disbursements to its member countries since its inception in 2007, collectively exceeding US $500 million, all consistently made within the promised 14-day timeframe.

This event underscores the importance of parametric insurance as a vital tool for countries vulnerable to natural disasters. It provides not only financial relief but also a structured and rapid response mechanism, allowing affected nations to recover and rebuild with greater efficiency and resilience.
