Pasadena Secures Funding for Central Library Revamp

The City of Pasadena has triumphed in securing substantial financial backing to revitalize its historic library. Through the issuance of General Obligation Bonds, Pasadena successfully garnered $195 million, drawing significant attention from investors despite challenging market dynamics. A total of 10 competitive bids were submitted by underwriting firms, with BofA Securities emerging victorious at a true interest cost (TIC) of 4.34%. Following final adjustments, this rate was further reduced to 4.33%, surpassing initial expectations.

Strategic planning played a crucial role in the success of this bond issuance. Matthew Hawkesworth, Director of Finance and Interim Assistant City Manager, along with the city's financing team, meticulously tracked economic trends and municipal bond calendars to pinpoint optimal timing for the sale. Notably, on April 14, Standard & Poor’s bestowed a AAA rating upon these bonds, underscoring the city's robust financial standing. By releasing key documents on April 22 and actively promoting the bonds through Pasadena’s municipal advisor, widespread participation was ensured.

This financial milestone paves the way for the transformation of the Central Library, which is currently undergoing design modifications led by Gruen Associates. The renovation aims to fortify the building's structural integrity while maintaining its historical charm. With voter approval granted last November via Measure PL, the project proceeds with the issuance of a request for proposals for construction management. Initial demolition and development are anticipated by July 2025, leading to full-scale construction commencing early 2026, with an expected completion date set for late 2028. Such initiatives exemplify how visionary leadership and community support can drive meaningful urban improvements that honor history while embracing progress.
