A massive revitalization project is underway at Ramsay Park in Watsonville, set to redefine the recreational landscape of the city. The initiative, known as the Ramsay Park Renaissance Project, carries a budget of $34.6 million and aims to introduce an array of new features. These include winding trails, picnic areas, dog parks, natural and artificial turf fields, and playgrounds designed for both older and younger children. Project Manager Bob Berry from Watsonville Public Works and Utilities led a tour on Tuesday, showcasing the progress to City Council members and other dignitaries. Construction is expected to conclude by spring 2026, following a temporary halt due to negotiations with PG&E regarding a decommissioned gas line. Additionally, funding for the project has been supplemented through various means, including Measure R sales tax revenues approved by voters in 2022 and lease revenue bonds.
At the heart of this ambitious undertaking lies the transformation of Ramsay Park into a multifunctional hub catering to diverse interests. With its origins rooted in community aspirations, the project was conceived after identifying key areas requiring enhancement. After encountering obstacles such as delays caused by discussions with PG&E over the removal of a defunct gas line, work resumed with renewed vigor. As part of the ongoing construction, visible framing now outlines what will eventually become walls and pathways within the park grounds. The original plan included rebuilding the Nature Center on the southern side; however, due to escalating costs, it will instead be integrated into the existing Community Center. This strategic shift allows funds initially allocated for the center to be redirected towards enhancing a nature trail and other improvements in the park's southern region.
The financial backbone of this endeavor draws from multiple sources, reflecting the community's commitment to elevating public spaces. Following voter approval of Measure R in 2022, which introduced a half-cent sales tax specifically earmarked for local projects, significant funds were generated to support initiatives like the Ramsay Park renovation. However, given the substantial cost involved, supplementary measures became necessary. On Tuesday, the Watsonville City Council unanimously endorsed a proposal to issue $12 million in lease revenue bonds, addressing an $8.5 million shortfall for Ramsay Park and providing $3.5 million for upgrades to the City Plaza Park. Furthermore, resources from the American Rescue Plan Act, established during the pandemic era, contribute significantly to these transformative efforts.
