In 2024, the Northeast region witnessed a remarkable surge in bond issuance, setting new records and outpacing other regions in growth. The total value of bonds issued reached an unprecedented $132.3 billion, marking a significant increase from the previous year. This surge was driven by robust demand across various sectors, with transportation leading the charge.
The Northeast's bond market experienced substantial growth across all quarters, states, and sectors. Transportation emerged as the dominant sector, recording a 67% increase to reach $28.5 billion. Education and healthcare also saw notable expansions, growing by 40% and 198%, respectively. New-money bonds and refunding bonds showed impressive gains, with the former increasing by 39% and the latter by 76%. Combined deals nearly doubled, reaching $14.5 billion. Tax-exempt debt grew significantly, totaling $113.8 billion, a 47% rise from the previous year.
New York led the way, issuing $58.8 billion in bonds, a 39% increase over 2023. Pennsylvania followed closely with $16.5 billion, while Massachusetts saw a dramatic 67% increase to $14.5 billion. New Jersey and Maryland also reported significant jumps in their issuance volumes. Smaller states like New Hampshire and Delaware saw even more dramatic increases, with New Hampshire's volume skyrocketing by 251% to $5.6 billion. Puerto Rico and the Virgin Islands also contributed positively to the overall growth.
The top issuers included the New York City Transitional Finance Authority, which sold $10.6 billion in bonds, followed closely by the Dormitory Authority of the State of New York with $10.5 billion. New York City itself issued $7.4 billion, while Massachusetts and the New Jersey Transportation Trust Fund Authority rounded out the top five. Notably, the Triborough Bridge and Tunnel Authority fell to seventh place due to uncertainties around congestion pricing.
The financial landscape also saw shifts among underwriters and advisors. BofA Securities led the pack, underwriting $27.9 billion in bonds, followed by J.P. Morgan Securities and Morgan Stanley. Bryant Rabbino maintained its position as the top bond counsel, handling $15.3 billion in transactions. Public Resources Advisory Group retained its status as the leading municipal advisor, working on $25.8 billion worth of deals. These changes reflect the dynamic nature of the Northeast's bond market and highlight the region's resilience and adaptability.
This unprecedented growth in bond issuance underscores the Northeast's economic vitality and commitment to infrastructure development. The region's ability to attract significant investment signals a positive outlook for future projects and initiatives. As the bond market continues to evolve, it paves the way for sustainable growth and improved public services, benefiting communities across the Northeast.
