Shawnee County Advances Plans for Two Major Bond Issuances

Local authorities have initiated the approval process for two significant industrial revenue bonds aimed at boosting economic development. During a recent county meeting, the Shawnee County Commission held public hearings and gave unanimous consent to proceed with the issuance of these bonds. According to legal advisor Bob Perry, this marks the commencement of a formal procedure that will unfold over the coming months. Despite the importance of the discussions, no public comments were recorded during the hearings.

A prominent focus of the bond initiative is the expansion of senior living facilities. Dover Companies, owners of Cedarhurst Senior Living, seeks to enhance their existing campus by acquiring adjacent land to construct new facilities, including nine buildings and a clubhouse, accommodating 34 units in total. The project requires funding through one or multiple bonds totaling $13.75 million. Additionally, the company intends to request a decade-long tax exemption from the Kansas Board of Tax Appeals. Representatives from Dover expressed optimism about the positive impact on the local community, emphasizing the growing demand for such services in Topeka and the surrounding areas.

Beyond senior housing, another ambitious plan involves the development of multifamily residences in Topeka. AMD Partners aims to secure $15 million in bonds to fund an unspecified number of residential complexes west of S.W. Arvonia Place and north of Lowe’s. This initiative aligns with broader efforts to revitalize urban neighborhoods and cater to the increasing need for affordable housing solutions. These projects not only promise substantial economic benefits but also underscore the commitment of local stakeholders to fostering sustainable growth and improving quality of life for residents.
