The Ukrainian Ministry of Finance (MoF) recently introduced new 3.5-year bonds, which are set to become reserve bonds shortly, increasing borrowings to nearly UAH12 billion. There was a notable rise in demand for military bonds, reaching almost UAH2 billion, with particular interest in bills maturing in 2027. The new 3.5-year bond witnessed an overwhelming response, receiving over three times the intended subscription. This surge in demand reflects the financial strategies being employed amid ongoing challenges.
In recent developments, the MoF offered a new 3.5-year bond that garnered exceptional attention. A total of 41 bids were received, amounting to UAH33.5 billion, significantly exceeding the UAH10 billion cap. The bids ranged from 14% to 16%, indicating strong investor confidence despite lower yields compared to other bonds. The MoF set the cut-off rate at 16%, while the weighted average stood at 15.77%. This indicates a strategic move to manage interest rates effectively.
Additionally, there was increased interest in military bonds, particularly in those due in 2027. Seventeen bids totaling UAH362 million were received for 16-month military bills. For the 2.4-year paper, 20 bids amounting to UAH1.5 billion were submitted. All bids were accepted without changes in yield, as interest rates remained consistent with last week's cut-off rates. This stability suggests a cautious approach by the MoF in managing short-term financing needs.
The substantial oversubscription for the new 3.5-year bond highlights the potential for refinancing existing debt. With the nearest redemption of reserve bonds scheduled for April, the MoF likely used this issuance to refinance part of the upcoming redemptions. To fully cover all redemptions year-to-date, the MoF needed to borrow approximately UAH29 billion, and they have already secured nearly half of this amount. This positions the MoF well to achieve full rollover within the next two weeks.
The successful issuance of the new 3.5-year bond and the steady demand for military bonds underscore the resilience of Ukraine's financial markets. Despite challenges, the MoF has demonstrated its ability to attract significant investment, ensuring liquidity and supporting necessary expenditures. This financial strategy not only addresses immediate funding needs but also builds confidence among investors, signaling a stable economic outlook amidst ongoing uncertainties.
